The Philippines’ History with Outcomes-Based Education System

This blog is all about the history of outcomes-based education system in the Philippines.



According to Vickery (as cited by Ycong, 2014) The Johnson City Model is an example of a well-established model of outcomes-based education. It was implemented in Johnson City, New York. The model was called Outcomes-Driven Developmental Model or ODDM and it was launched by John Champlain in the early 1970s.


Outcomes-based education was described as in 1993, Research Roundup published a collection of reviews that described as a controversial model of educational restructuring. Learning was characterized as a clear demonstration of what a student can know and show. In 1994, South African social work education changed from Traditional-based to outcomes-based education after the first democratic government came.


According to Serrano (2018), The K-12 curriculum is an outcomes-based education from of education where the DepEd wants to ensure are qualified to pursue a college degree. With our Technology today, Students can learn using digital tool. One example BlackBoard learning where students can use it to study, learn and take assessment anytime and anywhere to further enhance their knowledge and abilities.


Philippines Outcomes-Based Education History


Accoording to the (BusinessMiror, 2017), Dr. William Spady went to Philippines to introduce the outcomes-based education in 2015 and together with Dr. Francis Aldrine A. Uy, they founded the Spady & Uy Center in 2015. They also partnered by Resource for Educators and Academic Professional to promote the stakeholders in the Philippines. Also, the Philippine started to implement K-12 curriculum to most of the schools in 2013.
